How can a place like Dubai conserve energy?

Years ago, Europe dicided to descourage private automobiles and encourage mass transit by making gasoline expensive. What changes would Dubai have to make to achieve the same result?

They have nice cars to go with the oil avail ......They are having lots of construction work over there and whoever does the town planning should start thinking about placing an infrastructure in each new area . Once these facilities are in place , and people see that it's an easy option , they will go for it .It could be something like a mono rail , tram or shuttle system ..... etc etc...

use solar energy to run their air conditioning - with guaranteed sunshine this is not a problem but petrol is too cheap there....

they must try to do other things that would not cost to much energy like changing bulbs with high wattages to low ones. that place will never avoid to consume so much energy but with simple things, they will be able to conserve energy.

Dibai conserve energy, get real, they have all the oil they need or want. If it begins to run low the rest of the world will be cut off.

Arabs love cars.. with all that money in Dubai I don't think mass transit would be as effective...     I think the best way is to have strict government mandate on emission and give tax/tariff breaks on hybrid and cars that run on alternative fuel.
