How can a pool player, set a 3 min. timer for himself, and a 5 second for me?

I played someone last night, when it was his turn, his timer was 3 min, when my turn came it was 5 seconds, I never scratched or hit the eight ball, he scratched once, but the timer gave him 3 min every time his turn came. Would like to know how this is possible.
