  1. I assume that you are speaking about getting him a Russian visa?

He can get a Russian tourist visa (good for 30 days) by obtaining reservations at a hotel in Russia, preferably near your city, and then getting a faxed confirmation from the hotel. This serves as his invitation and is submitted to the Russian Embassy in Lebanon along with his applications, passport and photos. This visa cannot be extended beyond 30 days. If you have family or friends in Russia, they can apply for an invitation for a homestay visa at their local OVIR. this does have some minimum income guidelines, around 3000 rubles per month for each person living in the household, but you can extend a homestay visa (originally good for 30 days) in 90 day increments.

You can do both of these things without dealing with, or paying money to any agency.
