  1. You mean as in fireworks? It has two charges in it; the propellant charge is in the back. A fuse leads from there to the forward portion, where the display charge is stored. The fuse is burning as it climbs. It's all worked out so just at the top the display goes off.

    Or did you mean as in space vehicles? Something goes wrong and the unused propellant explodes.
