How can an organization balance fairness with inclusion and nurturing?

it really depends on who the big boss is.  boss sets the tone and the rest follows.  when boss is not fair,  ripples will be felt and those under will follow suit - trying to balance or tip the balance.  numbers 2 or 3 will also start practising unfairness.
