How can do you make youtube videos have the option to play in high quality?

ive always wondered that how can you do the high quality thing?

You don't get an option about whether or not to have a high quality video. Any videos that are put up on youtube that are made on a video camera should have a 'view in high quality' option underneath the video automatically. I have several videos on youtube that have this link at the bottom, and it happened automatically. I'm not sure about webcam videos, but this is the story for video cameras.
