How can edit a picture like this?

i saw this picture and i just thought that was really cool how they did that. is this easy to do? and how would i do this and what would i use?

piknik is an online photo editing site.

convert the picture to black and white, and use the brush to bring back the original color to certain spots.

Yes you can edit a picture like that, but why? It is cool because...they took the picture of someone's back, took it hoizonally, or added color? You can edit it with 'Paint', already on your computer. Start/Accessories/Paint

Click the paint bucket icon to left and then click the color you want to fill an area with, then click an area on the picture you want to fill that color with.

first off, you would need a decent photo editing program like photoshop.
