How can education help in the progress of a barangay?

If you increase the average educational level of the people in a barangay (a division of a Philippine municipality), then you will get a higher level of education in the elected members of the barangay council.  The council can then make more intelligent decisions and proposals to be carried out, and the voting public will have a better ability to vote on those proposals in a more progressive manner.  Education is the key to improving the standard of living in not only a small unit like a barangay, but also in a municipality and even in the province as a whole, if the educational level can be raised as a whole.

Not exactly sure of the context of this question...but education by itself can't help the progress of a Barangay if it's learnings aren't applied to improvements locally or the locals don't understand the benefits of its lessons in order to support it.
