  1. its all about the government whos doing nothing to fix it. but its part of the real Brasilian cutluture that really lives there. thats why i think tourists are ruining our culture


  2. Jobim, the songwriter, had a motto he was always repeating: 'Brazil is not for beginners'. He was right.

    Any solution brought from outside the favela will be somehow oppressive. Only way to solve the problems is EDUCATION - so they can find their best way out.

    For now:

    * Better education and leisure for the kids. School from 9 am to 4 pm, so we can recognize who is not going to school. Good food, dentists and doctors at school. For their spare time (why not?) video games, internet, cable tv, sports.

    * Decent jobs for the parents. A lot of people could work inside the favelas: sanitation, mudslide and fire prevention, cleaning, etc. The city should spen more money to make things look good: trees, flowers, gardens. Better services from the city would regain the favelas to the people.

    Today the people from the favelas only remember there´s a government when the police invades, shooting anyone on their way.

  3. I've spent quite a bit of time thinking about this myself.  Obviously, if there were any easy solutions, they would have already been done.  

    It probably helps to first understand why people live there in the first place.  Presumably everybody would prefer to own their own apartment, or failing that at least rent.  So there is clearly a shortage of available housing.  This probably means that some of the restrictions on building highrises need to be relaxed.  (It sometimes seems like there are no restrictions on that in Sao Paulo, but there actually are.)  It should probably also be easier for people to rent without having to show proof of income and property ownership.  This would likely require a change in rules making it easier for landlords to evict people who are not paying their rent.

    Another thing that needs to be done is to reduce the isolation of the favelas.  I think they are finally starting to do this some in Rio, including finally putting the streets and paths that run through them on maps.  In Sao Paulo, the Metro needs to run through the regions that are heavily favelaed so that people there don't have to spend hours commuting to and from the parts of the city that have more jobs available.  Numerous studies have shown that the poor are more upwardly mobile when they are less isolated from the middle and upper class.  

    And of course, you can never spend too much money on public education.  (It can be spent poorly, however, so checks need to be put in place to make sure the money is put to good use.)
