What you need to dial is:

1161 - is the international code for Australia

Look up their name at http://www.whitepages.com.au

This  website is the official national online white pages for all of Australia.  It is also continually kept up do date (even more so than the printed version).   If they have the phone connected in Australia then they will be listed there.

The road you mentioned is actually called - Bells line of Road.  The state is called New South Wales (NSW for short).   I assume you already know to put   612 (country code + area code) before the number if you are dialing internationally.

Incidentally, Bilpin is in the picturesque Blue Mountains just west of Sydney.
