How can find the silver wing in Pokemon Gold?

I heard it was in Pewter city, but I don't know how to get it. I'm not entirely sure it's in Pewter city.

You don't get the Silver wing in Pewter City.

You get the Rainbow wing in Pewter City.

You get the Silver Wing When you defeat team rocket with Lance the dragon trainer. When you beat them Lance says He found a silver wing and gives it to you.

Yeh there is, but you have to beat the elite 4 or whatever its called first. Then you get to go to Kanto, and it is in petwter city :D

It's either that or you have to beat the manager in the radio tower in Johto.
