How can get from Nice to Milan by train? Would I need to buy a rail pass of some sort, or make reservations?

I plan to take the TGV from Paris-Gare de Lyon to Nice-Ville, the central station. Does that require a the same rail pass?

You can change within the page to english. On  the very scenic route Nice-Torino -Milan reservations are normally not necessary. You can buy your ticket for the complete way at the very beginning or even buy it via internet. For the TGV reservation is obligatory as far as I know, for the regional scenic(crossing the alps) not. But check the SNCF-pages!
