A simple electrolysis device can make hydrogen. Problem is that to make enough uses a considerable amount of electricity. At the rates that your hydro provider charges it would not be practical.

You wind up with a net loss of energy.

You burn 1000 watts, for example, to generate H2 and O2. You run them into a (expensive) fuel cell, and you get out 500 watts.
