How can i access another PC if mine along with another are connected to the same router/network???

If my computer is connected to a network / router (wireless or not), and there are other computers connected to that network, how can I connect or "hack" into another computer on the same network and be able to view all files starting with C: drive???

The network must be setup to allow this sort of transaction to occur between machines, and then you will need access to the computer either through passwords or the computer must allow public access to all of its files and folders, if you wanted full C: access.
