I don't know about 12 years ago but when my mum died we found out her will was stored with her solicitor. in your case if you can find out if the person whose will you are looking for had a solicitor you can check with the firm.  

You can also check with PRONI (Public Records Office of Northern Ireland).

They hold copies of peoples wills and they are very helpful. They were located just beside the Kings hall, Belfast the last I knew but check just incase they have moved.
