In order to prove paternity of a child (born out of wedlock). I have to have the birth certificate of the father. Sadly, he is deceased(b4 the childs birth) and was never a U.S. citizen. His mother states that she does not have a birth certificate on him. she would have to go back to ethiopia(place of birth) in order to acquire the b.c. I was told by a friend that she can go to her local congressman(maryland) or the U.S. Embassy and have it expedited that way. Is this true? and if so, at what cost? Or am I just being given the run around. Would like to prove paternity a.s.a.p

  1. just contact the local congressman directly then, they should have phone numbers where you can call and ask for help

  2. I just had to obtain a birth certificate for my daughter who was born in Panama. I was told by the state depatment to contact the foriegn country's consulate. There was a nominal fee (I don't really remember how much), and some paperwork that had to be filled out. The whole process took about a month. Here is the link to the Ethiopian Consulate. Good luck.

  3. If the mother doesn't have a current birth certificate for her dead son she still should be able to apply for one. I would say that if the mother of your boyfriend says the child is her grandson (or you have enough of his relatives willing to sign that he is the father of the child) and/or is willing to submit herself to a DNA test then she can sign on behalf of her son.

Contact the registry (where you're supposed to send the complete application form for details).

  4. i do not think you can do this way, if you do not have a legal paper from the father claiming the child , you cannot prove paternity since he is deceased ,unless:

"Motherless", "Fatherless" and "Childless" Paternity Cases

The power of DNA technology does not require all parties to submit to testing. A paternity case does not have to include a mother for testing. Even a deceased alleged father can be tested for paternity by using his stored biological sample held at a medical examiner's office or hospital. Sometimes the alleged father can be tested without his sample if samples from one or more close blood relatives are available. A child can be tested at birth or even before birth (prenatally) by chorionic villus or amniotic fluid sampling.
