From the list on the left, click Members and locate the member on the Members page.

Click Edit Membership.

A little way down, click Change to Moderator.

Click on the Make Moderator button to confirm.

First, you need to have a privilege to add new moderator.

You can check it by:

Sign into your group

Click "Members" link at the list

Find your email address

Click on "Edit Membership" link.

Under Membership Privileges you can see all your privileges

If the" Add, remove, and change moderator privileges" it means that you do not have the privilege.
