How can i add a rainbow effect to a picture?

I'm not talking about putting a rainbow itself inside a picture of a city, I mean more like this http://ia7mad.deviantart.com/art/Flying-Rainbow-93456766 I cant download photoshop sadly so how would i go about doing that?
