You can't.

Saudi Arabia does not have any visa for travelers visiting the country on their own.  All potential visitors must book through a government authorized tour company or be sponsored by a Saudi business or educational institutional.  Contact the Saudi embassy in Washington, DC for a list of tour operators.

You have not told us where you are, or what nationality you are, or for what purpose you require a visa.

Your choice is limited because Saudi Arabia does not have tourist visa.

1)if you were going for a family visit your relative would already know what to do,and if it was

2) for work visa, your employer would be applying for it on your behalf, and

3)if you are a muslim pilgrim the islamic authorities in your country would be handling it.

4) A business visa has to be applied for through an agency appointed by the Saudi Embassy in your country.

If you are not in one of the above categories you are out of luck, because thats the lot!
