How can i apply for a free scholarship abroad? (outside Egypt)?

I need links to universities and if it is possible to have a full paid scholarship ( i mean with accomodation)

Something that is totally free is not as valued as something you have to work for. You might consider that. In the meantime, contact the universities you are interested in. See if there are a combination of scholarships and WORK-study programs available.
