You can't, because there is no such thing.  The web pages that advertise them are scams.  

There is an international driving PERMIT (not license) that takes your valid license and translates it into various languages to assist local police in understanding your driving status, and it is carried WITH your valid license.  It is not good in the country it's issued in, so it should be obtained from your home country before you travel.
