How can i ask passenger assistance for first time to travel by plane?

i have a niece who is going to travel to dubai via manila with only a two hours gap to board to another plane and i think she needs an assistance to proceed to next destination where can i get it?

How old is she? Many airlines will require an airline chapperone to stay with there for the entire time.

I would simply call the airline and see what they say about it...
