How can i bend back a piece of metal into place?

Its the guard rail on a speed bike over the front gears

Use a pry bar with the bent portion going past the gear down the inside of the track.  Inspect the chain when you are done to make sure you didn't damage any of the links.

if you can get it off, put it in a vise.
