If you want to stop anyone making out going calls, go onto the bt.com website or callthem on 150 and purchase the call barring feature.  You type in a code to put the bar on and you have a pin number to use if you want to take it off to make a call.

You can bar all calls, or just certain types of calls.

EDIT - I noticed you asked this twice, on the other q someone has answered choose to refuse.  Choose to refuse is a more expensive service and is used to block up to 10 specific incoming numbers.  Ã‚£3.35 month

The service which blocks incoming calls from withheld numbers is another seperate feature called Anonymous call reject, and again this is a premium service £4 a month.

Call barring on the other hand is only £1.75 a month.
