  1. You don't want to block it from your ISP, but rather your own computer.

    What I have found that helped was OpenDNS - its a DNS service that has an option to blacklist sites. You add the domain name of the website, and in a few minutes (five or less), the website will be blocked.

    When you view that page, it will redirect you to OpenDNS.org saying that the administrator has blocked the page.

  2. Your question to vague.  Please be more specific.

    There are ISPs that will block inbound connections to TCP port 80.  If this is the case, set you www server to accept connection on another port, for example 81.  Assuming you permit this access inbound, you can access your website using the URL/IP and Port:

    http://”your URL or IP":81

  3. Blocking a website from your ISP will render the website completely unavailable. If it's hosted by you... only you will have access to it. Need to be more specific about what you are trying to do.
