If you are mechanical, I think you will find this plan easy to understand and execute.  Pay attention to the detail, and experiment as you go.  

Kids have been building these kinds of vehicles for years, and the most important thing to remember is play safe.  Make certain that you provide an effective way to stop it before you ever launch it.  Be sure you have good brakes.
