  1. We'll make the assumption you want this rocket to be one you can fly over and over again (meaning not a "bottle rocket").

One place to start would be a local hobby shop or craft store (like Hobby Lobby) and find an inexpensive kit.  You're looking at probably less than $10 for the kit, but it will be small, simple to build, reliable (it was designed by people who do this for a living, so you know it's going to be stable), and built with re-usability in mind.

If you're thinking of building your own from scratch, I'd still urge you to get a commercial kit first to see how it's done.  There are also many reference sites that will give you lots of info on why it was made that way.  One of the better ones out there is http://www.info-central.org and you'll find all the relevant topics covered there.  However, you should be prepared to pay more for the parts necessary to build your rocket; economies of scale come into play quickly.

If there is one near you (and chances are there is), find a local NAR section and attend one of their launches.  You'll see many types of rockets there, and plenty of people who are willing to show you what you need to know.  And, you'll also find yourself a place to regularly launch your rocket!

Once you feel confident that you understand what's going on and how everything works together, get out your pencil and some graph paper and have at it.  When you have your design finalized, you can get the parts you need from online vendors like Semroc and Fliskits (as BlackSheep pointed out) or again at your local hobby store.  Build it as you did your first kit; you'll need the same kinds of equipment and adhesives, and use the same techniques.

But don't be afraid to try it.  We all have to start somewhere.  I've designed a few myself, and there is great joy in seeing something go from your head to paper to the launch pad.  Stop by the Rocketry Forum (http://www.rocketryforum.com), get yourself registered and look around, and absolutely feel free to ask questions.

    Best of luck!

  2. By cheap I believe you mean inexpensive?  Cost is actually not relevant to quality when building a rocket.

You want to buy and build a rocket that is sturdy - built to last and will hold up for many flights and that can be recovered and flown again.  So I recommend you go with a company like semroc, or estes, fliskits, etc., or others (see below) which produce good beginners models for relatively low prices.  They will give you good service and you will be able to use them for years.  I hope this helps you.  Good luck on your first flight.

  3. A bottle rocket of course
