I am guessing that you are not from the US?

If the toll free number is a US phone number just dial the number and it is free, if not in the US you will need to pay for it.

Some toll free numbers don't work from some pay phones.

The reason is that the carrier charges the owner of the toll free number an extra 60 cents per call for calls that originate from pay phones, so the owner of the number will often opt out of accepting calls from pay phones.

If it works, it will always be a free call, but no guarantee it works.
