For Ditto, you have to get the National Dex and Pokeradar. You go to the grass patch just east of Canalave (you must be off your bike) go to your key items pocket and select Pokeradar use it over and over til you see one. They way I figured it out was you have to defeat every wild pokemon you see. That way when you defeat them, the grass patches will shake again and you don't need to take more steps to charge the Pokeradar.

For Dratini, go to Mount Coronet and go to the waterfall you se on the way to Dialga and surf to the base of the waterfall. Then fish right at the bottom. Dratini is commom there. I recommend catching one with an Adamant nature.

First, you have to beat the Elite Four and retrieve the National Pokedex. You need a Super Rod, if you don't have it, then go to the Fight Area and ask the fisherman near the gate.

Okay, now go to Mount Coronet, the fourth floor. Use the Super Rod by the waterfall on that floor. You have a 30 percent chance of finding a Dratini at Levels 15-20.

You can also catch a Dragonair there. It has a much smaller chance of encountering one there with the Super Rod though. It can appear at Levels 15-40. You can catch a Dratini and just evolve it at level 30 though.

As for catching Ditto, you can get it along route 218 using your pokeradar.
