How can i change rules? football manager 08?

i have fm 8.0.2 and i downloaded the world league.. and i'm with Sunderland in the 3rd Divison.. i just affliated a link with Staebek in the 5th Divison but can't give more than 2 players on loan.. can i change that without restarted the game??
