You mean you have a pirate TV station and you want to know how many people watch it?

You can't unless you ask them.

Ask viewers to call you - Offer to the 100-th caller a good gift to motivate them to call.

Of course, if your station is illegal expect to lose all your equipment and even do some time in jail pretty soon - so don't do it.
