How can i choose where i want to go in a foreign exchange program???

all the programs that i sign up for want me to go for a full year and choose where im going. i only want to go for a semester

Are you in university or high school?  I studied abroad with ISEP (www.isep.org) and they do tons of semester programs.  See if your university is affiliated with them - if not, I think you can still use their program but it might cost more, I'm not sure.
