Watch it on an up-convert DVD player.  The quality will appear better than a standard DVD player.

You can't make something low quality into high quality. It's like trying to take a fuzzy/blurry/dark photograph and making it sharp and crystal clear. The required information simply isn't there to provide additional quality.

You may be able to apply some filters that may make it appear better, but that's about the best you can hope for. Good software for this is called VirtualDub.
