How can i convert .mov to NTSC without lose of qualiy?

It depends how much compression was applied to the video in that .mov format file...

I can save 1080i high definition video in full quality to a .mov file and there is no loss of quality.

If the compression applied was a lot... then there will be degraded video quality. Just because the file is a QuickTime .mov file type does not mean it is compressed a lot - or not... but if it is compressed a lot, the quality has already been lost - your moving the file to a DVD for playback as NTSC in a DVD player is too far down the processing path. This is the same for any video data file... whether .avi or .wmv or .vob or whatever... Once compressed, that data is discarded and gone forever.
