How can i correct or put my birth place on my birth certificate because it's blank? DETAILS ARE BELOW?

i was born in Libya, then after that i stay in Philippines, i went to Manila city hall and they want me to get a (SUPPLEMENTAL REPORT) certificate on the hospital i was born, but that i was born Aug,11,1985, there's no computer that time and i'm pretty sure there will be no record and there's no way to get the certificate. my passport when i was a baby was lost and the only proof i had is the name of physician and the place of hospital (not exactly the address, IT ONLY SAYS LIBYA) written on the middle bottom part of my birth certificate, WHICH THE MANILA CITY HALL DON'T RECOGNIZED OR DON'T ACCEPT!!!! how am i supposed to correct this, i cant get a passport because of this problem. PLEASE PEOPLE, ONLY RELEVANT ANSWERS. THANK YOU

  1. You need to get the official report specified by the government of the Philippines.  If the records are not available, you need to get a properly certified notice from Libya that the records are not available, and for what reason.


  2. The hard way is

    1)to get somebody in libya to process papers for you, starting with the hospitals records(if they still exist)

    2) then to the libyan records which should be the equivalent of INS,

    3) then if you can't find it, hire a lawyer and a person to certify that the papers or documents are permanently lost from the records.

    4)Then you will have someone go the records area again and supply any info that you know.
