I'll assume you don't know anything about creating websites, you should start off learning the different technologies that will get you where you need to be.  First and foremost, learn html, it is the building block of all websites.  Then learn css, which controls the look and feel of your site, and javascript to create dynamic webpages.  Then you can learn about webhosting and domain names, then serverside scripting such as php to communicate to a mysql database to store all your data (ie, references to beat files).  Then you will need to learn about SSL so people can have secure logins to your site, and learn about using paypal to accept credit cards.

It's a lot to learn but you have to take it in small steps.
