To make a website you need a domain and webhosting.As an experienced webmaster I recommend purchase your domain and webhosting together. In this way it is possible to get your domain for free . Some webhosting companies offer this as a gift . I use bluehost webhosting for my websites I was a newbie a while back , I have an excellent experience with bluehost webhosting.I have called them several times for configuring my SQL database and some php stuff and every time they have solved my problems . Apart from that they also have a pretty straight foward control panel that I use daily.

Well, of course you can get software such as frontpage, dreamweaver, etc., but they have a pretty steep learning curve, and if you just want some simple webpages, you will not need that.

If you want a blog you can go to the following and you can get it hosted free or for example, can upload wordpress to your own domain name.  You just sign up and start blogging.

You can sign up for a domain name and hosting service, and you can get your own domain, and they have templates you can use and online web design software.  Lunarpages below will host both regular and adult content.

you can try a free website creator like tripod, or angel fire. There are plenty of free site creators that make and host websites without knowing html. However with those creators your limited to certain pre-built themes. Or you have the option of google some html tutorials. Theres a great site called w3schools and it has all you need to learn basic html. HTML is the language that your webbrowser such internet explorer reads inorder to display the site. Try learning some of this language, its very easy to learn. Once you've learnt HTML, do all your coding in notepad, then save the file as "Websitename.html" without the quotations .
