How can i create cool picture designs?

on facebook and myspace i have seen pictures from my friends pages and they like decorated there photos with cool borders and awsome lettering and i was wondering how do i do that as well?

My son was talking about something called webfetti the other day when his grand asked him about how she could create a fancy signature for herself online for forums and such.  I don't know if that is what you are looking for, but there has to be something online you can use or download to create the stuff.
