    In addition to the other comments, you can get very good web hosting for US$ 6 per month or less if you shop around. The dollar is weak now too, so will be even a better bargain if you live outside USA or Canada.

    Outside the technical aspects, what are your interests? If you like to write, especially if you already keep a journal, you might want to start with a blog. There are a number of these that are free. If you are interested in photography, there are a number of free sites and if you opt for paying for your own web hosting, there are a number of quite good open source photo gallery content management system.

  3. As you may know a domain name is just a name, not a real website. If you are going to create your website: 1- Buy a domain name. 2- Buy a web hosting service to provide your online space and enable you to get your website online at your purchased domain name.

    To make your own website, you first have to be prepared to learn. All websites use a coding language known as HTML - HyperText Meta Language.     Once you are ready to start using HTML, you need a site to publish it to. For someone who is a beginner like you, I suggest using a simpler site like Geocities (from Yahoo) or Freewebs. These are two web hosts that give a nice amount of space, and let you practice some web designing.
