Buy a highlighter, it can be cream, pencil whatever as long as its a highlighter. Then what you do is apply/dab it at the really top of your cheekbones and where you feel the bone and a bit under your eye brow, the get your powder, it helps if its darker than your skintone, and apply it under your cheek bones.

Picking a contour powder:

Pick a blush or bronzer with NO orange tones, no shimmer, and very little pink tones - close to the colour of the shadows on your face. Definitely try it on (or have an SA put it on for you) at the store before buying - this is a tricky product to get right! A powder blush is most certainly the way to go. I love MAC Harmony for this, and I have a friend who uses Emote (which looks AMAZING, but was an LE product)

Picking a luminizer:

I don't use one, but when you do pick one - once again, try it on! You don't want too much of a white cast, and the sparkle should be very delicate, like your skin is glowing. Most lumizers are liquid, so make sure they're not too greasy and they blend well! Products such as: Benefit High Beam (or their Moon Beam), Stila All Over Shimmer Liquid Luminizer, or (for a nice powder option) the light shades of Laura Mercier's Shimmer Bloc (either one)

Tools:

-A small blush brush would be a good choice for a powder luminizer or contour, though a small contour brush is preferable for the contour colour! Make sure the bristles don't splay out too much, or you'll just be colouring your skin tone instead of accenting it.

-Your fingers are prefect for spreading a liquid luminizer!!

-Keep a large powder or blusher brush handy to buff out any mistakes - don't worry, they're common when you're learning to contour!

So:

1. Apply your base (concealer, foundation, etc) as usual.

2. Take your contour powder, apply lightly with a contour brush. Sweep from under the back of your cheekbone to just under the apple of your face, lightening your hand as you go.

3. Make sure both cheeks are fairly even. Colour should concentrate at the back of your cheekbone and gradually fade out.Make sure it looks NATURAL, this is key! It's tempting to put on a lot to really define those cheekbones, but it just looks silly when you have too much on.

4. Apply blusher if you wish, as normal. I reccomend a soft pink or coral - no bright colours when you're doing serious contouring!

5. Apply luminizer to the tops of your cheekbones. This is optional, though - I don't do it, but it would be great for a night out!

Get a blush that compliments your skin tone, like a peach or pink for light skin, more towards rose and bronze for medium to darker skin. Then get a bronzer that compliments your skin tone as well (again, lighter for lighter skin, darker for medium and darker).

With your blush brush, brush the blush over the apples of your cheeks and lightly over the tops of your cheekbones. Then take the bronze and dust it lightly in the hollows of your cheeks (find them by sucking in your cheeks), and lightly along your jawline. That should do the trick!
