You can buy Photoshop Elements for under $100 ... it should do what you want.

If you are a student, you can buy CS3 at the student discount of under $280 for the $700 program

eventually you have to pay for it like everyone else.

Well you're obviously wanting it illegally, and I can't help you there. You could always download it legally and legit by paying $634.00, but since you're just wanting it to edit anime pics, I doubt you'd want that. Stop searching for free stuff.
