  1. try some other software..

  2. Downloading smaller rar files won't actually help in the slightest. The traffic-shaping measures are intended to reduce bandwidth consumption by nuking torrents, not filter out copyrighted material; when the packet is analysed, the header is read, identified, and the packet is dropped. The content and size of the file are irrelevent. Legal downloads of small size will be affected every bit as much as large, copied films.

There's no way to avoid it completely, but some clients have configurable options to mitigate the problem; read through the Azureus' (or Vuze, now) wiki on traffic shaping:

Oh, and if your ISP has blocked access to certain sites, simply using a different DNS won't help at all - otherwise, you could access anything they'd 'blocked' just by knowing its IP address.

  3. To get to the sites add your own DNS address to your TCP/IP settings.

Here is an MS site on it

Unfortunatly this will not fix the speed throttling as your ISP is using a packet sniffer which can tell what you are downloading. Try to find downloads that are split up into multiple WinRAR files. This will spoof the sniffer into thinking it is alot of smaller legitimate files you are downloading
