Firstly explain them to them then put up a notice in a very clear place for them all to see you could also print out a copy for each worker and get them to read them and then sign to say they have read and understood them

Design and laminate some really cute signs about hand washing and post it near the sinks.  Do this near the diaper changing stations, and at the end of the day bring down soapy bins of water to wash the toys.  

If they are old enough, make the children part of the 'clean' team and they can also help wash the toys at the end of the day.

Have 'caught ya being clean' awards.  (Free lunch, off an hour early, box of candy, gift card for Target)
