you have do a "paid" search. if the number is from a pre-paid phone all that you find out is what town it was sold in.if it is a cell phone with a monthly bill,then they can get the info.

cell phone numbers are very hard to get a hold of. You could see about getting a DPAC directory, but that just has the land lines in it. due to privacy laws, finding cell numbers is extremely tricky. I would suggest asking a Private Investigator how to find a cell number.
