Go to:   www.archives.gov/genealogy/immigration/

Microfilm copies of vessels and passenger lists up to 1955 are available at the National Archives Building in Washington, D.C.

They do not have Vessels and Passenger lists available online, however they do have a list of the microfilm available for each port - including the following:

Philadelphia, Pennsylvania
