Is there any website i can find other people IP like not specfic but by the City or State?

To locate another person's IP address you would need a sniffer to monitor the network. Being that the one I used when I was in control of a major corporate network cost over $30,000, it is out of price range of the average user. And even these would not function past the corporate firewalls.

The only ones in existent that spreads the entire network are owned by federal law enforcement.

No. IP Addresses usually change when a computer is restarted. However, if you have a laptop, a lot of times you can connect to routers around you can log the router's IP address, which would be the external IP address for anyone using that router to connect to the internet.
