the so called vin is on the outside of the transom inbeded in the fiberglass

The registration number needs to be cross referenced to the manufacturer's identification number, just like a VIN # with a vehicle.  

Since about 1973, all boats made in the US must have a pernament VIN.  This VIN should tell you what you want to know when the number is detailed by the manufacturer.
