If the original owner was from there, you can have the DMV in N.C. run a title search to get the name of the original owner. If all the new privacy laws over the last few years haven't made it illegal yet. They will probably charge you a fee to do it though.

The only folks who know the owner of a car based on VIN, title or license plate number are the Department of Motor Vehicles in your state.

However, under the Driver's Privacy Protection Act (DPPA) they can only release this data to the owner of the data or to another government agency for reasons of public safety.
