How can i format this memory card to use on my computer? its a Kingston microSD 2GB memory card?

it wont work on my Kodak camera or computer, and i would like to use it to store pictures..

insert into either a cell phone, camera, or microSD card reader and format it....if it won't format, it's dead.

You can use the FORMAT function on a cell phone (refer to your owner's manual on how to do so). Also, most if not all microSD cards come with an adapter that converts it to a standard SD sized card. With this you could then insert it into a computer card reader and then format the card. If it will still not format you likely have a dead card, and at the prices these days i would just buy another one and save the hassel of messing around any further.
