How can i freeze an image on DVR, then transfer the image to another medium?

there is an image in a movie i have on my DVR, and the ultimate goal would be to eventually have it picture framed. is it possible to transfer an image on DVR to a SD card or something?

The simple answer is no, not really.

You could take a picture of the paused frame, but the quality would likely be less than stellar.

If your DVR is able to do so, you can burn the video segment to a DVD, then play that DVD in your computer and take a screen shot of the paused frame. This would also result in a fairly small image that would only print up to 4x6" at best.
